NEW YORK, 11th January. Dr. James Harvey Rogers, Professor of Political Economy at Yale, declares that the cost of a general cancellation of war debts would fall on America, which should receive in 1932 £48,000,000, increasing to £100,000,000 in 1984. Nevertheless Professor Rogers considers that America, following the Hoover moratorium, will cancel the debts, which are a burden -to Europe and a doubtful blessing to th 6 United States. . Meanwhile she could use the debts to bargain with other countries for lower tariffs »v American goods. ' '
