AMPLE NOTICE OF CHANGE

(From "The Post's" Representative.) LONDON, 26th November. In moving in the House of Lords that tho House do go into Committee on the Merchant Shipping (Safety and Load Lino Conventions) Bill, Earl Stanhope, Parliamentary and Financial Secretary to the Admiralty, said that he had approached the Board of Trade to find out what methods they proposed to adopt for bringing the change in helm, orders into effect. Ho was authorised to say that if and wh«n the Bill became an Act, before the method of giving helm orders was changed ample notico to the seafaring industry would be given. In no circumstances would tho length of notice be less than three months, and in all probability it would be six months. As to the prescribing of the new orders, the Board of Trade proposed to call in the Officers' Association and those concerned in the shipping industry so that there might bo full and definite consultation as to the best and safest method of bringing the change into effect. ..

The Bill passed through Committee without amendment, and was reported to tho House. .
