The Bill to cheek abnormal importations, having passed its second reading last night, entered upon its final Btages in. the Houso of Commons this afternoon, and will to-morrow go up to the | House of Lords to pass through all stages in that' Chamber arid to receive Eoyal Assent. To-night's debates were baaed on Labour amendments for modifying the scope of the measure, particularly by excluding from'1, its operation articles wholly or mainly manufactured which may be used as raw materials' in other industries. Mr. Hore Belisha, Parliamentary Secretary to the' Board1 of Trade; said that suck matterß would be borno in. mind by the President of the Board of Trade in the exercise of his powers. The Bill was designed to assist and not to impede industry. For that reason the Government had selected out of all classes in the import' list that class which did'not deal with raw materials. The principles that would guide them in the administration of the measure had been indicated by Mr. Bunciman, who assured them that the powers would not be abused, as he was fully alive to the delicacy of British industry, and' commerce and the narrow margins on which prosperity was retained.
