(Received 19th November, 310 a.m.) CAPE TOWN, 18th November. The Parliament of the Union of South Africa opened with thiji usual ceremony. The Speech from th<ji Throne stated that conditions had ariaan making it imperative to render special assistance to primary producers. It was proposed to ask the sanction of Parliament for tho payment of a temporary subsidy on certain experts, the funds for this to be obtained! by a primage on imports. It would also be necessary to ask for powers to deal witli the exchange position and the maintenance of the gold standard. It was hoped that recent developments would increase the readiness of all countries to seek international cooperation to restore international trade. The Speech foreshadowed an amendment to the Customs tariff, empowering the imposition of dumping duties to safeguard local industries.
