Britain, Mr. Powell said, was on the cvo of a trade revival, and, with confidence in the country, secondary industries were going to bo developed. All tho primary producing countries of the Empire would benefit to a considerable extent as a, result of tariffs, and tho benefit would come more quickly than whs generally anticipated. Mr. Powell condemned the dole, which ho said had created a condition of affairs which would take considerable eradication.
