RUGBY, 19th October

Conversations aro proceeding to-day between tho States' delegation to the Indian Bound Table Conference and the British-Indian delegates on the subject of the financial aspects of the federation.

The differences under discussion arise out of the report of the Federal Structure Committee by tho Finance Sub-Committco, particularly in reference to the proposal that an expert committoo should be sot up on this subject and tho conclusions embodied in the draft Constitution.

In tho public discussions last week, tho States' delegation claimed its right to a full knowledge of tho implications of .tho financial commitment before entering the federation, and it is understood that efforts are being made to find a formula that -will allay the fears of the British-Indian delegates Unit this will involve unnecessary delays in proceeding with the work of building up the federation.
