JAPANESE MEMORANDUM
POSITION IN MANCHURIA
(Received 20th October, 9 a.m.) GENEVA, 19th October. Japan has sent a lengthy memorandum to .the League Council,, couched in moderate terms, declaring that de«pito % appeals by Japanese nationals the Government has refused to send the troops to the interior of Manchuria, preferring to evacuate Japanese subjects. .The memorandum reiterates that Japan has four thousand troops in Manchuria, compared with China's tw<J hundred thousand. Japan will withdraw her troops when security of her nationals and the protection of their property are really assucd, but the lives of hundreds of thousands of Japanese are too important ,to run risks, which are at present unhappily only too evir dent.
