THOSE WHO PAID A YEAR
POINTS TO BE NOTED
A good deal of doubt exists as to the obligations of the public.in regard to tho payment of the new unemployment levy, of 5s per quarter, and particularly as to the position of those who have already paid up until- the end of November. The following points should assist in making the position clear. Under tho original Act the quarters were these: —First quarter, December, January, February; second quarter, March, April, May; third quarter, June, July, August; fourth quarter, September, October Nover-ber. • Under tho amending Act the quarters become:—First quarter, August, September, October; second quarter, November, December, January; third quarter, February, March, April; fourth quarter, May, June, July. The rate \s 5s per quarter. There is thus an overlap of one month between tho Ist June-31st August quarter of the old Act and the Ist August-31st October quarter of the present Act, and the effect will be that the 7s 6d paid in. respect of the June, July, and August quarter under the old Act covers only two months, June and July, so t'iat. another quarterly payment became due on Ist August. - Looked at in another way: Under the old Act the quarterly payments of 7s 6d worked out at 2s 6d per month; that is also the case until the; end of October, for 7s 6d has been. paid for the three months, June, July, and August, and 5s is to be .paid for the three months, August, September, October, that is, 12s 6d for five months, or still 2s 6d per month. After October the quarterly rate will in fact be reduced to ss. . - '..■■ i: '■ '■ ■■■.-.■ ■ '.■■•■ WHAT IS NOW REQUIRED. Those who pay J. their levies" at the commencement of each quarter are by the new Act required to pay their five shillings now, a month being 'allowed for payment, after which penalties will be imposed. Those who have already paid the full 30s for the year which commenced when the first Act came into force are not required to make payment this quarter, but on Ist November will be called upon to meet their obligations. As, however, they have paid the September, October, and November quarter of this year at the rate of 7s 6d they will be credited with 2s 6d, and on Ist November will pay 2s 6d only to make up\ho ss. The Post Office officials do not want to hear from those who paid' their full 30s until November. The amendment of the Act does not mean a wiping out of obligations as to unpaid quarterly dues, which must be paid at the old rate, i.e., 7s 6d per quarter.
