ENGINEERING WORKERS
BETTER LIVING CONDITIONS
' MOSCOW, 2nd August. A decree has been issued improving the living conditions of engineering and technical, workers, who are being given equality with industrial workers regarding housing, health, insurance, food rations, and the supply of manufactured articles. The decree prohibits the reduction of salaries when thoy are transferred to managerial or higher-grade posts, while the progressive income tax on salaries exceeding 500 roubles a month I is abolished and is replaced by a tax amounting to ■3J per cent! on the total cost of the maintenance of tho intelligentzia's children. These are being admitted to schools similarly to those attended by tho workers' offspring. , .
