The Coal Mines Bill, introduced by the Government to deal with the situation arising from the expiry to-morrow ■of the period allowed by the previous legislation before the seven-hour day became compulsory, was passed through all stages in the House of Lords today and received Royal assent. The Bill stabilises the existing arrangements for one year. ''
