(United Press Association —By Electric Telegraph— Copyright.) • LONDON, 6th July. In the House of Commons, Mr. Etmis;iy Mac Donald moved tho second reading of tho Emergency Coal Mine Hours Bill. '; He pointed out that in the negotiations the owners sought au undated Bill repealing the Seven-Hour Act and only guaranteeing the present wages for-one year. The men sought an effective national wages Bill. The Bill gavo neither tho owners nor the miners what they wanted, but allowed time for a continuation of the negotiations and gave hope for a more permanent settlement in tho industry. Sir Herbert Samuel (Liberal) declared that the Bill for the first time fixed the wages in a great industry by legislation; This might be a dangerous precedent. If wages rates became an issue at an election, the successful working of democracy would become impossible. The Bill was read for the second time.
