AMERICA'S WARNING
FRENCH COUNTER-PROPOSAL!
NOT IN HOOVER SPIRIT,
WASHINGTON, 2nd July. , The United States threw into it! diplomatic deadlock with France tonight a warning in a memorandum to the French Government that the failurt of the Hoover debt postponement plan would result in a moratorium declaration by Germany. ■ - It was asserted that the French counter-proposals were not in keeping with the spirit of the Hoover plan.
