A reform in the financial administration of the Government by the appointment of a Comptroller of tho Treasury with wider supervision over all expenditures and the taking over of tho Royal Mint, is provided for in legislation of which the Premier, Mr. Benne'tt, gave notice on Friday in tho House of Commons. , '
