The Church and its Head have not only the right but the duLy of expressing an opinion on social matters, because they bear a relation to moral matters, slates his Holines3 the Pope in an Encyclical, the text of which has just been published. The economic system must be re« organised to ensure a just distribution between Capital and Labour, says the Encyclical. The difference between the social classes must not disappear, becausa they are willed by God, but the proletariat must gradually be raised t» a level of modest well-being guaranteed by proper and fair wages.
