In a statement, Mr. Latham says: "I have read with astonishment the statements by Mr. Scullin and the Attorney-General, Mr. Brennan, complaining of the action of the Senate in disallowing the waterside regulations. They definitely assert that the Senate acted improperly. If the Ministry is not satisfied with the disallowance, it can introduce a Bill asking Parliament to enact the disallowed regulation in the form of a Statute. This is obviously the. proper course to take, but the Ministry has not adopted it. It will be interesting to see whether the GovernorGeneral will indefinitely agree to be a party to a procedure of this character."
