Councillor E. Sl'Keen, M.P., Labour candidate for the council, said he deplored the action of the Ratepayers' Association towards eastern and western access. The council had. definitely decided to lay tram tracks through the tunnel and along the Bowen_ street route,'and the. money was available to j do the job. But for the action of the Ratepayers' Association this work would now bo progressing towards completion. Apart from, the time, saved in travelling by the suburban residents, continued, the speaker, the annual saving .in maintenance costs alone justified the early completion of both routes. Another matter which required urgent attention was a complete change of pol"icy regarding the running of buses and trams. He had for six years advocated such a change in tho direction of using the buses exclusively us a "feeder service," and initiating trans: fer tickets and permitting "overlapping" section travelling. "If this policy is adopted," said Mr. M'Keen, "I feel satisfied the losses now sustained on the buses can be reduced, if not entirely eliminated, by the end of the yea r.''
