'.•"'■■. -..•■' Moving the committal of the Bill, the Hon. B. Masters explained its provis : ions, and said it was based vary largely on the recommendations of 'the Boyal Commission. It was desired that, the railways should be as free from political control as-possible. It was hoped to'securc the services of men of high standing in the community a3 mombcra of the board. ; It -was desirable, said Mr. Masters, that the Government, through tho Minister of Finance, should k&ep a check on expenditure, so that unnecessary sums would not be spent. : ... The Minister said-the provision that the construction of new lines or the reopening, of lines should be approved by Parliament was a sound one> as one of the greatost difficulties the .Railway Department was experiencing at present was non-paying lines. It would act. as a check.
