PUBLIC NOTICES. PETONE BOROUGH COUNCIL. NOTICE OF LOAN PROPOSAL. IN THE MATTER of the Local Bodies' Loans Act, 1926, and the Local Elections and Polls Act, 1925. I ]V[OTICE IS HEREBY GIVEN that the -" Petone Borough. Council proposes to borrow by way of Special Loan the sum of Thirty-five Thousand Pounds (£35,000). The particular purpose for which the loan is required is the acquisition of land, the altering, removing, demolishing, or reereeting buildings, and the paying to any person or persons of any iucidental compensation in ov about the widening of such portions of Jackson street as the funds available permit, in order that the said street may conform to the new alignment as laid out ou the Surveyor's Plan, which alignment and plan were adopted by the council at a Special Meeting held on the'3rd day of May, 1020. The proposed security for such Special Loan is a special annually recurring i-ate of One Penny and One-eighth of a Penny in the pound, to be made and levied on all rateable property (on the basis of.unimproved value) within all such portion of the Borough of Petone as is not comprised and included in the Koro Koro Special Rating Area (as defined by a resolution of the Petone Borough Council passed on the 11th day of March, 1929), during the currency of such Special Loan (which is to be a period of thirty-six and a half years), or until the same is fully paid off. It is proposed to establish and set aside a sinking fund of One Pound (£1) per centum per annum in connection with such Special Loan. It is proposed to pay out of the Loan tlie cost of raising the same, but no portion of the interest and sinking fund. (N.B. —Ratepayers will understand that the Council docs not propose to raise the whole sum of £35,000 at once.. 'THE undersigned Stock and Station - 1- Agency Companies have decided to form a Subsidiary Company under the a.bove name, to undertake the selling of live stock, both privately and at auction, in the Manawatu, Rangitikci, Wanganui, and Wairarapa districts, or elsewhere.. It has been apparent for some years that this business is conducted on uneconomic lines. Right through New Zealand there are more Agents than the aggregate business warrants. The Companies concerned are actuated by desire to give service to their clients; but it must be admitted that their activities overlap, with, unsatisfactory results to and doubtful benefit to their clients. Financial assistance to the extent of millions of pounds is given to farmer clients, but the Companies do not receive therefrom, even that net return which could be obtained from investment in gilt-edged securities, which entail neither risk nor effort. " On the other hand, such sums are spent annually in salaries, motorrunning expenses, very heavy taxation, and other charges, that costs are out of all proportion to commissions earned. This state of affairs obviously must be changed. Three alternatives seem to present themselves, viz.— . (a) To increase the commission rates to farmers. (b) To lay up practically all motor-cars and leave farmers to bring their business to the Stock Auctioneering Companies. These two courses, naturally, have been discarded as unfair to the farmer. There remains as the only acceptable alternative:— (c) To amalgamate to the extent set out herein and give farmers a fully efficient service at a lower cost to themselves. The Associated Live Stock Auctioneers, Ltd., will undertake the selling of live stock on commission, whether at auction or privately, in saleyards or on the farms, and the drafting of fat stock for freezing works. The Company will also conduct land agency business. The Head Office will be in Palmerston North, with Branch Offices and Agencies •where needed. The Directors will be representative of each of the constituent Companies, and will appoint the stafi from amongst their present employees. Only experienced Auctioneers will be employed, with a sufficient number ot capable Agents, drafters, and drovers to ensure the interests of all stock owners being adequately eared for. Yards will be maintain*! in a high state of efficiency, and ample accommodation paddocks will be available. . .•,-•, i The Companies will continue individual operations in stud stock or horses and buying stock for export. As hitherto, they will retain their individual wool and produce businesses. . , The financing of clients will be carried on as hitherto, by the subscribing Companies individually, so that present financial arrangements need not be disturbed. Existing personal relations between those Companies and their clients will thus be maintained. The Associated Live Stock Auctioneers, Ltd., will not make advances, selling only on the usual terms ot payment The subscribing Companies will ensure that it has ample capital for its requirements; and, for financial assistance clients may apply to any o the subscribing Comnanies. It will be evident, therefore, rhaTsaks conducted by the Associated Live Stock Auctioneers, Ltd, w 1 . have behind them a volume of credit hitherto unequalled in the Dominion.
