MADRID, 23nd A april. ' The flight of capital continues. Th« banks are being overwhelmed with applications to1 transfer stocks, shares, and mortgages on property. The Minister of Finance has appealed to the. banks to adviso the citizens to go slow, threatening severe penalt?es if capital is exported. .' • . Several serious bankruptcies are reported in Barcelona, where the falling exchange is worrying business men. everywhere. Enterprise is at a standstill pending stabilisation, which cannot be achieved until Parliament meets. Tho Republican-Socialist organisation has issued a manifesto demanding tho inexorablo punishment of the old regime, not excepting Alfonso. It is contended that there is grave suspicion that ho committed political offences; also misdemeanours under tho common code in illegal transac-' tions during Spain's ithreo dictatorships. Tho Republican-Socialists suggest an accumulation of arms for issue to 150,000 workmen in the event of an emergency. General Moliij ox-Chief of Police, has been arrested in connection with the action of the police during the recent riots in which students wero killed.
