Sqnor Dr. Ayala, whose Spanish Republican^AmbassadorshJp in London is held up pending Britain's recognition, denies a charge that the Spanish, people aro ignorant and uneducated. Sonor lUos, Minister of Instruction in the Republican Government, "who is holding a conference with Spanish judgrs in Madrid, has urged an immediate revision of the Spanish legal system, recommending that it be based broadly on the English system.
