Sir John. Simon, speaking at London University to-night, said that it was the paramount duty of the British people to make a close study of the Indian problem. Pledges had been given to tho Indian people, to which every party was committed,, and from which no one would dream of drawing back. But before anyone could usefully consider alterations Ho the present very complicated constitutional structure of India, they must study patiently what it was, because whatever the new constitutional plan—and he trusted it would be an ampler and more generous plan—it must inevitably bo superimposed on existing foundations.
