President Hoover is withholding recognition oC the new Eepublican Government of Spain pending tho decision of France and Britain on the same question. President Hoover will insist that the Madrid Government discharge all tho international obligations. State Department officials think that ii the Republicans show a disposition to seize. Roman Catholic Church property, civil war will be a certain result.
