CAROL'S PERSONAL RULE
(Received 20th April, 1,p.m.) LONDON, 19th April. The "Daily Telegraph's" Bucharest correspondent describes the situation in Rumania as critical, an outcome of King Carol's personal rule. It is generally believed that Professor Jorga will attempt to govern under Carol !s instructions without Parliament.
