LONDON, 30th March. Several newspapers consider that Lord Beaverbrook made a complete surrender to Mr. Baldwin.

Tho "Manchester Guardian" says that if Lord Bcavcrbroolc's letter does not mean conceding Mr. Baldwin a "freo hand" it is difficult to know what it does mean. "It 33 surely a complete capitulation. It now remains to be seen whether the notoriously mercurial Lord Bcaverbrook will maintain his present mind."
