(Times Cable.) (Received 24th March, 1 p.m.) .... CONSTANTINOPLE, 23rd March. Official circles are indignant at Soviet dumping.' They consider that as Turkey "is Russia's .ally, she ought to be excluded from the list of Soviet victims. 'Despite an import tax of. 12s a ton, Russian cement is cheaper than Turkish, the manufacturers' of which are protesting.to the -Government. Soviet ,exports of tobacco to Germany have-ruined the Turkish tobacco trade, and exports of Russian wheat to Western Europe under-cutting Rumania and, Bulgaria, have led these countries to dump unsold surpluses in Turkey, causing a rural crisis in Anatolia. The Russo-Turkish Trade Treaty, signed a few days ago, does; not deal with dumping. . ;.:
