Mr. Patrick M'Gilligan, Minister ot External Affairs, has been, in London for some time, privately conferring with Downing Street on a number of questions on which an impasse was reached at the Imperial Conference between tho Irish Free State and other Dominions. It is believed that all difficulties have been cleared up, including the Privy Council issue.
