Following a long conversation by telephone with Count Romanones, in Madrid, the veteran Liberal politician, Senor Alba, who has been for years an exile in Paris, announced his inability to accept the King of Spain's request to return and form a Ministry, and his definite intention to remain in Paris. King Alfonso has now invited Senor Jose Sanchez Guerra to form a Ministry.
