It was pointed out by the deputation that the Government was calling for a renewal of the mail.service to San Francisco and Vancouver or a new Panama -service, and in the special, contract. conditions for which tenders were called, closing on 14th. January, was a clause exempting steamers while carrying mails from the payment of all hartiour dues, including pilotage, harbourmaster's fees, and harbour improvement rate on cargo.
