(Received 10th December, 11 a.m.) MELBOURNE, This Day. Speaking at Ballarat, the Premier, Mr. E. C. Hogan, said that it was probable the State Ministry would be defeated on its unemployment proposals. It could not, however, be beaten on a better case.
