LANG WANTS FREEDOM
UNCONSTITUTIONAL STEP

The Treasurers of all the States, including Mr. Lang, attended the meeting of the Loan Council, presided over by Mr. Lyons. Surprise that Sir Robert Gibson, Chairman of the Commonwealth Bank Board, had not been invited to attend was expressed by the Premier of Tasmania, Mr. M'Phee, on his arrival at Canberra. At a meeting, he said, of. the most vital nature it might have been expected that Sir Robert Gibson would have been asked to be present in an advisory capacity. The early proceedings of the Council were formal. The official report of the Loan Council states that the Council approved the raising of a loan of £28,000,000, £18,600,000 for the Commonwealth and £9,400,000 for all the States. Mr. J. T. Lang, New South Wales, moved that as the Council had failed to provide for the carrying on of public works in New South Wales, the States should be allowed to borrow for themselves. Mr. Hill, South Australia, moved an amendment that it was not constitutionally possible to agree to Mr. Lang's motion. Mr. Hill's amendment was carried.
