For instance,, a committee of Australian traders has been formed to consider a proposal to supply millions of Chinese with cheap woollen clothing. Some 300,000,000 Chinese live in that part of China where the winter temperature varies from 37 degrees to 31< degrees below zero. To meet this enormous drop in temperatures, the Chinese place first one cottonpadded coat and then another on their bodies, until the depth of winter arrives, when they wear as many as seven or eight coats. If these men wero supplied with one well-made suit of warm woollen clothing they could dispense witli such a number of cotton coats. Obviously the woollen coats would have to bo cheaply made,, and their manufacture in Australia is out of tho question; but an Australian trader has now arranged with the Chinese Government for the establishment of woollen mills in China for the purpose of supplying these coats, and the proposal is that the wool be supplied from Australia. The export of this commodity would thus be enormously increased. The Chinese Government stipulates that the price of the necessary machinery, as well as the raw wool, which the Nationalist Gov-ernment-backed Chineso traders propose to buy, shall not be above world parity. All1 the negotiations leading up to this important business deal were carried on through a Chinese compradore, whoso services iTOre obtained by an Australian who had resided for many years in China. A trade commissioner would never have been able to cary out such a' transaction, unless he had been a resident c> China for manjr years.
