The first of a series of three Cabinet Councils to bo hold on successive days took place this morning. Tho Prime Minister, Mr. MaeDon&ld, presided, and all members, except the Foreign Secretary, Mr. Henderson, who is at Geneva, were present. It is understood that nnemployment and various' departmental questions were the principal subjects discussed.
