The Government would act consistently and make more income if it would recognise the public ' desire for two avenues of racecourse betting. By licensing bookmakers and supervising them strictly—as in England, New South Wales, Victoria, and elsewhere —they would regularise an alternate form of race-betting, and secure a welcome addition to the national revenue.—(Published by arrangement.)
