Herr Speiser was surprised wheu the Provincial Commission ordered the closing of tlie hotel bar on the ground that the march-past was a'military display which could be regarded as a form of propaganda ainpng the .natives, Herr Speiser called on the Gqniinisfiioner next morning and explained that no military display in any way was fatended. The explanation was aeeepted. Next day he hoard rumours concerning1 hia speech, and he revisited the Commissioner and protested against the childish misrepresentation and mischievoui distortion of his remarks.
