The "Otago Daily Times" (Reform) says: — "Whether the reshuffling of portfolios is to be interpreted as complimentary to his colleagues concerned, or as indicative of a nice appraisement of their various capacities or shortcomings during the not protracted period of their Ministerial responsibility, tho public may form its own opinion. The idea that a Minister, after less than eighteen months of experience in control of a particular Department should, just when he might be supposed to have acquired some valuable knowledge and. grip of its particular requirements, be regarded as having qualified to do special justice to some other Department, may possibry have appealed to Mr. Forbes. The changes may be flattering or otherwise to past performances; it all depends upon the angle of view. In any case, Mr. Forbes is setting several new Ministerial brooms to work. He has been guided a good deal, it is made to appear, in his redistribution of portfolios by a regard which does not seem to have- so greatly concerned Prime Ministers before him for nice considerations of Departmental co-ordination. In these particular mysteries the public will not be much interested. It is vory interesting to read the inspirited Press message thnt tho former Minister of Railways brings business training to Public Works. "Mr. Atmore remains Minister of Education, and will thus have an opportunity of visiting as such. fhe. thousand primary, schools that are
