The Twelfth Congress of the Chambers of Commerce of the Empire,.-whieh the Prince of Wales is opening in the Guildhall on Monday promises to be the largest and most important in its thirty-six years' history. The number of delegates exceeds three hundred, including Britain, 160; Canada, 34; South Africa, 26; India, 24 Australia, 23; New. Zealand, 9. The outstanding sub j'ect is inter-Empire commercial relations, concerning which twelve rcsolu tions are to be submitted on behalf of various parts of the Empire. Britain advocates wido extensions of Imperial preferences; Canada proposes to enlist the co-operation of the Imperial Economic Conference in the promotion of inter-Empire trade and also the establishment of a permanent advisory council, while New Zealand urges the maintenance of inter-Empire tariffs at the lowest possible levels.
