(To the Editor.)

Sir,—"Puzzled Ratepayer" is not alone in wondering why the Hospital rate this year has been increased. The Deputy Mayor's explanation as given in last night's "Post" is satisfactory in a sense, but does not explain everything, unless the City Council struck such a rate last •year on the new valuation as would equalise the Hospital levy estimated on the old vduation. Granting that everything is in order, why has the Hospital Board seen fit to make a greater call ou Wellington, and, at the same time, reduce the levy on the surrounding local bodies? Surely their valuations have gone up in keeping with ours in the city values. Is Wellington being penalised for the benefit of the surrounding districts? —I am, etc.,
