PARIS, 18th May. M. Briand's scheme for a United States of Europe was published in the form of a memorandum addressed to the 26 European Governments who are members of the League of Nations on "The organisation of a regime of European Federal Union." M.. Briand submits a number of points and suggestions, and asks for replies before 15th July. He' urges that tho field will actively cover' hygiene, intellectual co-operation, labour and inter-Eu,ropean immigration, international trade transport and communications, and the economic development of such a creation,, control by cartels of principal industries, and a progressive reduction of tariffs.
M. Briand believes that the scheme will not weaken control, but will, on tho contrary, strengthen the League. There is no intention of creating economic opposition to the ; United States of Amoriea or any nation outside" the League. •■-.'.
