SALARY CLAIMS
IMPROVEMENTS .REQUIRED
The annual of the New Zealand. Primary Schools' Headmasters' Association was held in the Dominion Farmers'. 'Institute.last evening., Mr. W. A." Swinboum (Palmerston North) presided.'. . , . The animal report, which showe-d a year of considerable activity,and a notable increase in membership, was adopted. ' .•■.•'. ; ' The secretary. (Mr. F. W. Moore) stated that the association's, claim to improved salary .conditions at the top had not been disputed in any quarter. Three Ministers in succession had acknowledged that the senior headmasters were, underpaid, and. the present Minister had repeatedly stated that the position was indefensible and would be remedied' as soon as finances permitted/ Members considered-that in view of .the concessions gained in recent years .by other branches of-the Government service, the senior headmasters wero? entitled to first consideration. The disparity between primary and secondary salaries was also > the subject of considerable discussion. TOO MUCH OFFICE WOEK. The AVelilngton Association presented a statement . showing that tho essential function of tho headmaster was hampered; by the routine: office work necessary .under present -conditions. ; , Mr. F. L. Combs showed that instead of devoting his experience and skill to the real work of education, the headmaster found himself forced to devote a considerable amount of time to trivial tasks that could.. be easily performed by a person drawing one-fifth of his salary. It was decided to press for. clerical assistance in large schools. Mr. L. F. de Berry (Dunedin) was elected president and' Mr. W. A. Swinboum (Palmerston North). and.Mr. "VV. F. Abel, (Dunedin) vice-presidents. Mr. 11. F. Penlington (Christehurch) and Mr. F. W. Moore (Palmerston North) wore elected advisory members of the executive, and the Dunediu Association was instructed to elect a secretary and tho remaiing' members of the executive, f ■ '
