WING-FORWARD CONDEMNED (By Telegraph.—Press Association.) CHRISTCHUECH, This Day. Various aspects of the tour of the British Eugby team, rules and general matters were discussed at the annual conference' of the Now Zealand Kugby Referees' Association. Koferring-to law 15,- regarding 'the scrummage, the chairman, Mr. D. jtf'Kenzic, said that thero would be trouble with the English team in ■ regard to scrummaging. The thing to remember was that if at the first attempt the ball did not go fairly into the scrum someone had to be penalised. "We have to get rid of tho wingforwfcrd somehow," said tho chairman. He added that the wing-forward, as originally ■ created, was a passive obstructionist,. Since then, however, the wing-forward was an out and out obstructionist. It was decided to write to tho 'English Union asking it to considor tho matter of deleting the words "unless'he is stooping to pick up the ball" in law 19, which relates to charging and obstruction, and which reads: "A player overtaking an opponent and also running for the ball must not shove him frolu behind unless he is stooping to -pick up the ball."
