The Minister of Finance has detailed the terms of an agreement with Northern and Southern* Khodesia. These are principally concessions by the Union on Rhodesian-grown tobaccos and by the northern colonies on liquor imports, motor vehicles, and foodstuffs. The Minister stressed the payment of .what is virtually a subsidy to secure an open market, and which can only be justified if the UniOi. is able to anticipate eventual political union or federation. It could not continue indefinitely, and he warned manufacturers not to build up industries on a settlement for which there was no guaranteed'permanence.
