(Received 7th February, 9 a.m.) BEBLIN, 6th February. The Beichsrat, a body which represents the separate States, by 48 votes to 6, with twelve abstentions, approved the Young Plan, which next goes to the Reichstag.

Herr Held, on behalf of the Bavarians who abstained from voting, argued that the fulfilment of The Hague Agreement was impossible until Germany's finances were restored. Moreover, the agreement was again based on the war guilt lie.

This was brought up by Dr. Curtius, who declared vehemently that the Government of the Keich would never have concluded an agreement embodying recognition of the war guilt lie.
