CUTS JUSTIFIED

TJio "Daily Herald," justifying tho latest naval cuts, says that foreign delegates .to the Conference fully realise the significance of thp: Government's , -provision of \ the naval pro-' gramme. The cuts entail a total saving of nine millions. They are of two kinds:,; (1) The cancellation of the cruisers Surrey and Northumberland, preliminary work on which is.bekig scrapped, and (2) reduction of the 1929 programme before any work is begun or orders placed.
.This is not one-sided disarmament. It is a measure of the Government's confidence in the outcome of the Conference. If the Conference succeeds, the vessels dropped will not be required. "■. The Government has .therefore decided not to begin work which might have to be scrapped later.Tho change will not entail the discharge of Government dockyard employees.
