LONDON, 28th January.
"The Times" correspondent at Riga says the Central Council of the Communist International urgently instructed the executive of its bureau to organise a new international fund to stimulate the revolutionary movement, particularly in Australia, India, South Africa, Latin America, and the Philippines, to induce the workers of the mother countries to give the maximum support to strikes and revolutionary outbreaks in the colonies. International propaganda committees will be formed outside Bussia, with Soviet delegates playing a decisive role in their management. Soviet trade unions must take over the leadership of the international working class in the impending struggles and take the initiative in providing finances for the'organisation committees.
