Official, circles do not endorse th« comments appearing in certain news* papers that Britain's reception of t ho Japanese delegates to the Naval Conference was cool compared with America's. They realise that the holiday season interposed obstacles. It appears that Mr. Mac Donald offered to come-to London or to welcome the delegates at Lossiomouth, but the delegates preferred not to disturb the Premier's vacation. Tho Japanese Government ■ learns that France proposes two naval agreements—(l) a short-dated agreeaient in London; (2) a wider permanent agreement through tho League of Nations.
