POLICY OF THE SOVIET
NO NEED OF RESERVATIONS
LONDON, 4th December. The reply of the Soviet is -unlike that of other Powers. It claims that the Soviet has never lesorted to military action except for defence. It had pursued a policy of peace from the first day of its existence. It intends to continue independently of the Paris Act. The Nanking Government during recent years had carried on a provocative policy, culminating in the seizure of the Eastern Eailway. The Soviet lelieves that similar action towards the United States, Britain, pr France would be considered sufficient cause for their operating the reservations made when signing the Pact renouncing war. The Soviet then declared that it did not recognise- those- reservations and did not intend to use them.
