SYDNEY, 27th November. The Federal Ministry hag caused a sensation by issuing a proclamation prohibiting the exportation of sheep now loading for Russia. Nearly the whole of the five thousand sheep have been loaded aboard the Thalatta, which is due to sail to-morrow.
