RUGBY, 20th November. In a leading article on tho Austriaii situation, "The Times" to-day coin-
ments favourably on the judicious blend of firmness and tact whereby the Austrian Chancellor, Dr. Schocber, .has persuaded both the Heimwehr and the Socialist leaders to show a more conciliatory spirit in party negotiations for reform of the Constitution.
After reviewing the existing situation, "Tho Times" emphasises the necessity for disbandment of the private armies if Austria is to be spared tragedy and her prestigo abroad maintained. . "The Times" regards it as fortunate that a solution of this problem "has been entrusted to the Administrator, who has shown that he possesses the quality that makes a statesman, and who has won the respect and confidence of European diplomacy and finance."
