WASHINGTON, 19th November. The Interdepartmental Committee on Ocean Mail Contracts has worked out a plan of action which the PostmasterGeneral, Mr. Brown, said to-day should in all probability fill American ship, yards to capacity with new construction within six months. In order to stimulate the construction of new tonnage, the committee will favour companies planning immediate "construction of new ships. A total of forty new ships, fast and large enough to compete with any on the ocean, has been planned by the companies, who have indicated their intentions of submitting bids for ocean mail. The liners planned for the North Atlantic will cost approximately 25,000,000 dollars. No estimate has been mads of the figures for other routes. The money for construction will be made available from the 250,000,000 dollars loan fund created by the Jones-White Act and will be administered by the United States Shipping Board and Navy Department.
