RUGBY, 18th November. The Government's coal proposals were accepted at all the miners' conferences held during the week-end except in Yorkshire. The Yorkshire miners opposed acceptance by 53,000 to o/,000, but in other districts the Government's proposals were approved by overwhelming majorities.
